TELECOM | PLDT launches barangay-based program to curb copper cable theft

Spearheaded by PLDT’s Asset Protection & Security Risk Governance Group, the initiative launched its pilot phase in Barangay Bangkal, Makati City.

PLDT Inc. has rolled out a community-based security program aimed at combating the persistent theft and vandalism of its telecommunications infrastructure, particularly copper cables.

Spearheaded by PLDT’s Asset Protection & Security Risk Governance Group, the initiative launched its pilot phase in Barangay Bangkal, Makati City. The program seeks to build grassroots partnerships with local officials and residents to safeguard network assets vital to connectivity.

“We at PLDT believe that protecting our network infrastructure is a shared responsibility,” said Willie Antalan, head of the telco’s Asset Protection Division for Greater Metro Manila South. “Through this program, we aim to arm our barangays with the knowledge and tools necessary to keep our communities connected by helping secure vital telco assets in their area, as well as assisting each other in bringing to justice perpetrators of crimes such as theft and vandalism of telco equipment.”

Antalan led the activation alongside Barangay Captain Virgilio Hilario III and barangay officials. The effort includes distributing basic patrol gear—such as flashlights, night sticks, and raincoats—to barangay watchmen. The session also featured a community dialogue where residents raised service concerns and learned about the role of security in maintaining uninterrupted service.

The program responds to a surge in material losses and service disruptions linked to infrastructure crimes. In 2024, PLDT recorded nearly 1,000 theft-related incidents, with copper cable theft accounting for 91% of losses. In some parts of Manila, theft occurred every three days, affecting service delivery and customer satisfaction.

“This pilot in Bangkal is just the beginning, as we plan to roll out this program to other communities in Metro Manila and beyond, creating a nationwide grassroots network of local connectivity defenders,” said Col. Wilfredo F. Gonio, head of PLDT’s Security Central Command and Administration Center.

PLDT said the initiative is part of its broader effort to protect critical telecom infrastructure and support sustainable development. The campaign aligns with United Nations Sustainable Development Goal 9, which promotes resilient infrastructure and technological advancement through community engagement and strategic security.
