Asia’s largest cybersecurity conference GovWare 2025 will return Oct. 21 to 23 at the Sands Expo and Convention Centre, bringing together more than 13,000 global policymakers, industry leaders, practitioners, and academics to address how cybersecurity must adapt to rapid technological change.

The event coincides with the 10th anniversary of GovWare’s partnership with the Singapore International Cyber Week (SICW), organized by the Cyber Security Agency of Singapore (CSA). Organizers say the milestone underscores the event’s role as a hub for dialogue, policy alignment, and international cooperation in cybersecurity.

This year’s theme, “Cyberspace: Of Starbursts, Black Holes, and Last Frontiers,” draws from astronomy to describe the pace and uncertainty of digital change. Starbursts represent the rise of AI and emerging technologies; black holes symbolize hidden vulnerabilities and governance gaps; and last frontiers highlight the evolving boundaries of cyber risk, trust, and sovereignty.

The growing influence of artificial intelligence is expected to dominate discussions. While AI is driving new possibilities, it is also expanding the attack surface through generative AI misuse, disinformation campaigns, supply chain vulnerabilities, and real-time manipulation of systems. These threats are compounded by rising geopolitical tensions, illustrated by state-linked campaigns such as UNC3886.

“GovWare 2025 marks a critical milestone, with ten years of partnership with the SICW, and more than three decades of convening cybersecurity leaders from across sectors and geographies,” said Ian Monteiro, executive director of Image Engine, the event organizer. “This year, we aim to deepen the dialogue and sharpen the focus on trust, accountability, and strategic foresight.”

CSA officials stressed the need for stronger international collaboration. “The evolving cyber threat landscape exacerbated by AI and geopolitical tensions calls for stronger international cooperation and deeper public-private collaboration to deal with the challenges more effectively,” said Yock Hau Dan, CSA assistant chief executive for national cyber resilience.

Organizers said GovWare has grown from a technical forum into a strategic platform where cybersecurity is now a boardroom priority, touching governance, reputation, regulation, and trust.
