The Department of the Interior and Local Government (DILG) and the Bureau of Fire Protection (BFP), in partnership with PLDT Inc., on Monday launched the Unified 911 system, a modernized emergency response platform designed to speed up coordination among first responders.
The system was unveiled at PLDT’s Sampaloc office in Manila, led by DILG Secretary Juanito Victor “Jonvic” Remulla, BFP Chief Director Jesus Fernandez, PLDT Chairman and CEO Manuel V. Pangilinan, and NGA 911 Co-Founder and CEO Don Ferguson.
Integrated response platform
The Unified 911 system consolidates police, fire, medical, and rescue services into one centralized platform linking national agencies with local government units. It features multiple reporting channels, live video streaming, centralized data reporting, GPS-based location tracking, geo-fencing, and integration of CCTV systems from both national and local agencies. The system is hosted on ePLDT’s Pilipinas Cloud.
“This is more than technology. This is about saving lives,” Remulla said. “With the BFP leading the implementation, supported by the DILG, PLDT, and NGA, we are building a future where no Filipino is left without help when it matters most.”
Fernandez said the system will enable first responders “to act faster, smarter, and with greater coordination.”
Pangilinan described the program as a government promise to citizens: “That in times of danger, Filipinos can call one number, and find assistance and help. When lives are on the line, every second matters.”
National rollout
The initiative will establish command and monitoring centers at the national level and in key regional hubs in Cebu and Cagayan de Oro, along with seven satellite centers to reduce language barriers between callers and operators.
PLDT Chief Operating Officer Menardo G. Jimenez said the program demonstrates how digital infrastructure can improve public service. “By collaborating with the government, PLDT is shaping a future where technology drives smarter governance, faster response, and stronger communities,” he said.
Broader disaster response efforts
The project supports the government’s disaster preparedness mission while aligning with PLDT’s commitment to the United Nations Sustainable Development Goals, including sustainable cities and communities.
Beyond Unified 911, PLDT also provides training for emergency communication, deploys its “Ligtas Kits” for instant connectivity, supports early warning platforms like Infocast, and delivers emergency communication services to affected communities.
