COMMUNITY | Nasugbu schools report early gains in reading, numeracy under learning program

School leaders said the shift has led to measurable gains in student performance, particularly in reading proficiency, numeracy and overall academic outcomes.

Public high schools in Nasugbu, Batangas, are reporting early improvements in reading and numeracy after one year of implementing the Central Visayan Institute Foundation–Dynamic Learning Program (CVIF-DLP), school officials said.

Five schools under the Department of Education’s Nasugbu West Sub-Office began piloting the program in June 2025, introducing a classroom approach that reduces lectures and emphasizes independent written exercises. The schools include Nasugbu National High School, Balaytigue National High School, Bunducan National High School, Dr. Crisogono B. Ermita Sr. Memorial National High School and Pantalan Senior High School.

School leaders said the shift has led to measurable gains in student performance, particularly in reading proficiency, numeracy and overall academic outcomes.

At Balaytigue National High School, students posted consistent increases in mean percentage scores from the first to the third quarter. Administrators also reported a decline in the number of students classified at the “frustration” reading level, along with improvements in science and mathematics scores.

Bunducan National High School reported similar trends, with improvements in reading proficiency across all levels. School data showed a reduction in nonreaders and struggling readers, while more than half of students demonstrated numeracy proficiency by the end of the second quarter. By the third quarter, nonnumerate learners had been eliminated.

At Nasugbu National High School, where 12 teachers implemented the program for 333 students in Grades 7 to 9, educators observed stronger writing habits, improved attention to detail and an increased ability among students to complete tasks with minimal supervision.

Pantalan Senior High School reported gains in test performance, with Grade 11 students recording an 8.87-point increase in mean percentage scores from the first to the second quarter and Grade 12 students improving by 7.76 points over the same period. Teachers also noted improvements in vocabulary and reading comprehension, although some students continued to face challenges in mathematics.

The CVIF-DLP, developed by Ramon Magsaysay Awardees Dr. Christopher Bernido and the late Dr. Marivic Carpio-Bernido, promotes a “learning by doing” model through structured Learning Activity Sheets. The approach encourages students to work independently, analyze their own errors and build mastery through step-by-step problem-solving.

“Programs like CVIF-DLP show that meaningful learning gains are possible when students are empowered to take an active role in their education,” said Bobby Benares, president of the Asian Institute of Management Alumni Association for 2024–2025.

Education officials said the early results in Nasugbu could inform broader implementation of the program. The Department of Education is preparing to expand CVIF-DLP to more than 400 schools nationwide in School Year 2026–2027.

The program was implemented in Nasugbu through a collaboration involving the Asian Institute of Management Alumni Association, PLDT and Smart, AIM–International Movement of Development Managers, ABC Stars Inc., and DepEd Nasugbu West.

Supporters said the approach is designed to address persistent challenges in public education, including limited resources and disruptions to classroom learning, by strengthening independent learning skills among students.
