The United States and the Philippines have signed a five-year health cooperation agreement that will mobilize up to P42 billion in joint funding to strengthen the country’s response to HIV, tuberculosis (TB), and emerging infectious diseases.
Signed on July 22, the Health Strategic Objective Agreement outlines a jointly funded plan to improve disease detection, treatment, prevention, and global health security, according to a U.S. Embassy statement released Friday.
The agreement marks a new phase of bilateral health cooperation between the U.S. government and the Philippine Department of Health after more than six decades of U.S. health assistance in the country. Under the plan, the Philippine government has committed to invest more than P30 billion over the next five years to strengthen its health system, while the U.S. government intends to provide more than P11.8 billion, subject to congressional support.
The funding will support efforts to detect, treat, and prevent HIV and TB, improve disease surveillance and outbreak response, integrate health services across disease programs, and strengthen the Philippines’ capacity to finance and manage its health sector. The initiative also aims to bolster preparedness against infectious diseases that could pose cross-border health risks.
The agreement was signed by U.S. Ambassador Lee Lipton during U.S. Secretary of State Marco Rubio’s visit to the Philippines. The U.S. Embassy said the initiative aligns with the Trump administration’s America First Global Health Strategy and is intended to improve the resilience of the Philippine health system through coordinated investment and public health innovation.
