TELECOM | Smart expands digital identity tools for businesses

Businesses are turning to network-based identity signals to strengthen digital security as fraud risks become more sophisticated and traditional authentication methods such as one-time passwords (OTPs) face growing limitations.
Smart Communications Inc. has secured GSMA Certification for its SIM Swap and Device Swap application programming interfaces (APIs), which support SmartSafe NetIdentity, a digital identity solution under PLDT Enterprise’s SmartSafe suite.
The certification builds on Smart’s earlier GSMA certifications for its Number Verification and RoamStatus APIs. Smart is also the first Philippine telecommunications company with a GSMA Open Gateway-certified Number Verification API with Silent Authentication, according to the company.
SmartSafe NetIdentity allows businesses to check whether the SIM or device associated with a mobile number has recently changed. Its SIM Swap API can detect recent SIM swap activity, while its Device Swap API can identify when a SIM has been transferred to a different physical device.
These network-based signals can help businesses identify potential account takeovers or unauthorized activity and determine whether additional verification or review is needed for higher-risk logins and transactions.
The tools are intended for businesses such as banks, fintech companies, e-commerce platforms, gaming services and other digital platforms that need to balance security with customer convenience.

The SIM Swap and Device Swap certifications are part of Smart’s continued development of globally certified APIs for enterprise customers. They also reflect the company’s participation in the GSMA Open Gateway initiative, which promotes standardized network APIs for use by businesses and digital service providers.

PLDT Enterprise launched SmartSafe in November 2025 as a telco-enabled fraud management API suite for Philippine businesses. SmartSafe NetIdentity expands the suite with additional network signals that enterprises can use in assessing digital identity and transaction risks.
The company said the capabilities are designed to help businesses strengthen customer protection while maintaining seamless digital experiences as more services move online.
