Singapore-based cloud telephony provider Velox Networks has expanded into the Philippines, citing recent telecommunications reforms that open the market to new enterprise communications service providers.

The company said the move follows the passage of the Konektadong Pinoy Act (Republic Act No. 12234), which mandates shared telecommunications infrastructure and allows more participants to offer voice and data services. The law is intended to increase competition in a sector historically dominated by a small number of operators.

Velox said the regulatory changes create conditions for cloud-based platforms to deliver business communications services without relying on extensive physical network infrastructure.

Martin Nygate, founder and chief executive officer of Velox Networks, said the company sees demand for enterprise-grade voice solutions as businesses shift away from legacy systems. “Cloud telephony eliminates the dependency on physical cable networks entirely. Businesses get enterprise-grade voice infrastructure delivered over the internet — no copper, no spaghetti wires, no legacy PBX hardware,” he said.

He added that the company has established a local presence. “We’ve built a team on the ground across Manila and Cebu because we believe this market deserves the same level of service and support we provide in Singapore and Malaysia,” he said.

The Philippines’ telecommunications infrastructure has faced long-standing challenges, including the widespread presence of overhead cables in urban areas. National and local measures, including proposed legislation on cable management and ordinances on underground cabling, aim to address these issues and modernize infrastructure.

Velox said its platform offers cloud-based business phone numbers, call recording and archiving, and integrations with business software to support enterprise communications and compliance requirements. The system also allows companies to manage communications across multiple locations without dedicated hardware.

The company has set up a 12-person team in the Philippines, with staff based in Manila, Cebu and other cities. The expansion makes the Philippines its third Southeast Asian market after Singapore and Malaysia.

The entry comes as micro, small and medium enterprises in the country increasingly adopt digital tools, while regulatory requirements around data privacy and communications continue to evolve.
