The Philippine government has expanded its Unified 911 emergency response system with the launch of four satellite command centers in Ilocos Norte, Isabela, Iloilo and Leyte, extending localized emergency services to 20 provinces across Northern Luzon and the Visayas.

The new facilities, located in Batac City, Cauayan City, Tacloban City and Leganes, Iloilo, are designed to provide dialect-sensitive emergency response by allowing operators to communicate with callers in local languages.

The launch follows the rollout of the National Command Center in Manila and the Regional Command Center in Cebu in 2025.

Speaking during the inauguration of the Leganes facility, Philippine National Police Chief Gen. Melencio C. Nartatez Jr., representing Interior Secretary Jonvic Remulla, said the expanded system aims to improve accessibility and response times during emergencies.

“When you dial 911 in Iloilo, the answer will be in Hiligaynon. If you are in Tacloban, the answer is Waray; in Ilocos, Ilocano. That is how advanced our response is, faster, understood, and felt by every Filipino who calls in distress,” Nartatez said.

According to Nartatez, additional satellite command centers are planned for Cagayan de Oro and Maguindanao.

Officials said the four centers collectively serve provinces in the Ilocos, Cagayan Valley, Western Visayas and Eastern Visayas regions. Emergency hotline operators are trained to handle calls in at least 10 languages, including English, Filipino and local dialects.

Under the expanded setup, callers from covered regions can connect directly with their nearest command center instead of being routed through Manila. Authorities said the arrangement is expected to reduce communication delays and improve emergency dispatch coordination.

The Unified 911 platform was launched in September 2025 by the Department of the Interior and Local Government and the Bureau of Fire Protection in partnership with telecommunications and technology providers.

The system integrates police, fire, medical and rescue services into a centralized emergency response network connecting national agencies and local government units.

It includes multiple reporting channels, live video streaming, centralized incident reporting, GPS-based location tracking for callers and responders, and geofencing capabilities intended to support faster emergency response and coordination.
