TELECOM | EO 119 opens opportunities for secure government data hosting, PLDT says
PLDT said its data center business, operated through ePLDT Inc. and VITRO REIT Inc., has more than 25 years of experience in digital infrastructure and operates a nationwide network with about 34 megawatts of live IT-ready capacity.
The government’s new data residency policy is expected to increase demand for secure local data hosting, with PLDT Inc. saying it has the infrastructure to help agencies comply with the new requirements under Executive Order (EO) No. 119.
The executive order establishes a data residency framework for government data, requiring sensitive information to be hosted and managed within the country as part of the government’s broader digital transformation and cybersecurity initiatives.
PLDT Chairman and CEO Manuel V. Pangilinan said the company has spent years building digital infrastructure in anticipation of growing demand for secure data services.
“We’re eager to help turn the President’s vision into reality,” Pangilinan said. “We have been preparing for this future for years. We built the infrastructure ahead of time, and our people have the expertise and capabilities to help the government secure our data and accelerate our digital transformation.”
PLDT said its data center business, operated through ePLDT Inc. and VITRO REIT Inc., has more than 25 years of experience in digital infrastructure and operates a nationwide network with about 34 megawatts of live IT-ready capacity. Citing independent market research, the company said it remains the country’s largest data center operator by live colocation IT capacity as of April 15, 2026.
Victor S. Genuino, president and chief executive of ePLDT and president of VITRO REIT, said EO 119 strengthens the country’s ability to manage and secure critical data.
“This landmark policy brings our government’s data governance framework in alignment with the demands of the digital economy, which includes a nation’s ability to secure, govern and control its own data. EO 119 is a key step to ensure both our national security and economic competitiveness,” Genuino said.
He said ePLDT currently hosts workloads for government agencies, enterprises, and cloud and artificial intelligence applications, adding that the recently launched VITRO Santa Rosa facility is designed to support AI-ready computing requirements.
Among PLDT’s existing platforms are Pilipinas Cloud, a sovereign cloud service launched in 2023 for hosting sensitive government workloads, and Pilipinas AI, introduced in 2025 as a sovereign AI infrastructure platform that enables organizations to deploy AI applications while keeping data within Philippine borders.
PLDT said these services are supported by its nationwide fixed and wireless network. As of the end of March 2026, the company’s fiber infrastructure covered nearly 1.3 million cable kilometers across domestic and international networks.
