The current administration has repeatedly presented Pax Silica as the Philippines’ ticket into the artificial intelligence economy. The United States calls it a new economic security architecture for trusted partners. Critics call it digital colonialism. Supporters describe it as Southeast Asia’s next Silicon Valley.

All three narratives contain elements of truth. None tells the whole story. Strip away the geopolitics and the hashtags, and Pax Silica is fundamentally about one thing: who will control the infrastructure of the AI age.

The U.S. State Department’s own documents make no attempt to hide the ambition. Pax Silica seeks to build a trusted ecosystem spanning critical minerals, energy, advanced manufacturing, semiconductors, AI infrastructure, logistics and digital networks. It aims to reduce “coercive dependencies,” protect sensitive technologies, and reorganize supply chains among allied economies.

That objective is neither surprising nor inherently sinister. Every major power is now racing to secure semiconductor production, compute capacity, energy, and critical minerals. The United States calls it economic security. China calls it technological self-reliance. Europe calls it strategic autonomy.

The Philippines, however, enters this competition from a very different position. Unlike the United States, China, Japan, or South Korea, it does not control frontier semiconductor manufacturing, foundational AI models, hyperscale cloud platforms, or the intellectual property driving today’s AI economy. What it offers instead are geography, minerals, labor, logistics, and land. And that imbalance explains why Pax Silica has become one of the country’s most contentious technology debates.

The discussion has largely devolved into two opposing slogans. One side sees an inevitable path toward prosperity. The other sees an inevitable surrender of sovereignty. But reality is more complicated.

One of the more technically grounded contributions to the debate comes from Eng. Pierre Tito Galla’s lenghthy op-ed posted on Nesbytes.ph on July 25, 2026, whose analysis deserves attention precisely because it avoids absolutism. Rather than rejecting Pax Silica outright, Galla first distinguishes between what government has officially committed to, what officials have merely suggested, and what remains speculation. He notes that the initiative’s stated objectives include securing AI supply chains, trusted digital infrastructure, and strategic investment while identifying New Clark City as the proposed Economic Security Zone.

More importantly, Galla refuses to dismiss public concerns as irrational. Instead, he examines whether they are technically valid. He points to electricity as one example.

Government officials have said additional renewable generation will be developed and that new power projects—including a proposed 1,200-megawatt LNG facility and a 500-megawatt solar installation—would support the hub. Yet Galla notes that these projects still fall well below the estimated 5-gigawatt demand projected for the Economic Security Zone. Unless substantially more generating capacity is built, the additional demand could place pressure on the Luzon grid, potentially affecting electricity prices and system reliability.

Water presents an even more difficult question. Government agencies maintain that available resources are sufficient and that recycled and harvested water will support industrial operations. Galla accepts the importance of sustainable water management but questions whether rainwater harvesting alone could realistically satisfy the requirements of semiconductor fabrication and AI infrastructure. Semiconductor fabs require vast quantities of ultra-pure water. Data centers, depending on their cooling systems, can also consume substantial volumes. Rather than arguing that such facilities should never be built, he proposes what may be the article’s most important principle: regulators should adopt a “human first, machine last” approach that prioritizes household and community water needs, mandates reclamation and recycling, and incentivizes cooling technologies that reduce or eliminate water consumption.

That distinction matters. It transforms the debate from one of ideological opposition into one of engineering, governance, and regulation.

Galla also demonstrates that criticism should itself be subjected to scrutiny. He rebuts claims circulating online that data centers require bright lights throughout the night, explaining that server halls generally operate in darkness except when maintenance personnel are present. False claims, he argues, weaken legitimate environmental concerns rather than strengthen them.

Other voices raise broader political questions. The Philippine Alliance of Human Rights Advocates argues that meaningful consultation has been lacking and insists that communities, Indigenous Peoples, and local residents must have genuine participation before agreements proceed. It warns against governance arrangements that reduce transparency or weaken democratic accountability, concluding that development cannot come at the expense of human rights.

A separate decolonial critique goes further, warning that the Philippines risks remaining a supplier of raw materials, inexpensive labor, and strategic territory while ownership of algorithms, patents, cloud platforms, and AI infrastructure remains abroad. It argues that technological dependence can become another form of political dependence if local capability is not deliberately developed.

These concerns should not be dismissed as anti-technology. Nor should they be accepted uncritically. They point instead to a question that has accompanied nearly every wave of industrialization in Philippine history: who captures the value?

That question also underlies one of the most widely shared social media graphics surrounding Pax Silica. Rather than demanding rejection of the initiative, the infographic proposes ten conditions for negotiation, including AI and data sovereignty, Filipino equity participation, binding technology transfer, dedicated power generation, protection of local water supplies, environmental stewardship, sovereign control over the grid, local supplier development, transparency, and a review mechanism allowing the Philippines to amend or exit the agreement if national interests are compromised.

Interestingly, these are not anti-investment demands. They are industrial policy demands. In many respects, they resemble the kinds of conditions that countries such as South Korea, Taiwan, and Singapore historically attached to foreign investment during their own industrial transformations. Those economies did not simply invite multinational corporations to build factories. They negotiated technology transfer, developed domestic engineering talent, invested heavily in education, and gradually built local companies capable of competing globally.

The Philippines has often done the opposite. The country has welcomed investment while leaving technology transfer, research and development, and domestic capability largely to market forces.

That approach may no longer be sufficient in the AI era. Artificial intelligence is not merely another software industry. It is an industrial ecosystem built on compute, semiconductors, electricity, networking, minerals, logistics, cloud infrastructure, and highly skilled talent. If the Philippines participates only at the lowest-value segments of that chain, it risks repeating the familiar pattern in which the environmental burden, infrastructure costs, and labor remain local while the highest-value intellectual property and profits accumulate elsewhere.

Yet rejecting Pax Silica outright would not solve that problem either. The AI economy is emerging with or without the Philippines. Semiconductor supply chains are already being reorganized. Hyperscale cloud infrastructure continues to expand across Southeast Asia. Countries throughout the region are competing to attract investment in advanced manufacturing and digital infrastructure. Standing aside would not preserve sovereignty if it also meant foregoing opportunities to build domestic capability.

The real issue, therefore, is not whether the Philippines should participate. It is whether our country can negotiate from a position of strategic clarity rather than political enthusiasm.

Before the first foundation is poured in New Clark City, Filipinos deserve clear answers. How much electricity will the project require, and where will it come from? How much water will be consumed under realistic operating conditions? What binding commitments exist for technology transfer, local research, intellectual property creation, workforce development, and Filipino participation in ownership? What safeguards will protect communities, ecosystems, and national data? Which provisions will be subject to public disclosure, and which will remain confidential under the banner of economic or national security?

These are not anti-development questions. They are precisely the questions a technologically mature democracy should ask.

Pax Silica could become the catalyst that finally integrates the Philippines into the high-value layers of the global AI economy. It could also become another chapter in the country’s long history of exporting resources while importing technology.

The difference will not be determined by artificial intelligence. It will be determined by negotiation, governance, transparency, and the political will to ensure that the AI economy is built not merely in the Philippines, but for Filipinos.
